JOB SUMMARY

The Management and Program Analyst position provides skilled administrative analytical and evaluative work to program operations as well as management and organizational efficiency and productivity for the supported program office.


JOB DUTIES

  • Provides program support, which includes but is not limited to, providing budgetary support, assistance in program planning, project and program management, assistance in program planning, estimating financial requirements and planning budgets for United States Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)) medical system, creating detailed briefings and presentations, and creating project plans or Gantts
  • Provides executive-level administrative support which includes, but is not limited to, providing event assistance, audio/visual and video teleconference coordination, as well as organize project reviews
  • Attends weekly Multiple System Operator (MSO) and weekly meetings to provide MSO staff members with advice and recommendations
  • Completes actions items as assigned in accordance with the timeline discussed
  • Provides medical computer illustrations, medical computer graphics, medical power point, and medical briefing charts of the medical systems program office  
  • Participates, conducts, coordinates, and leads meetings/work groups as requested and provide subject matter expertise (SME) in support of United States Army Medical Research and Material Command (USAMRMC) medical systems within these forums
  • Assists with setting project/product milestones, preparation of fiscal year product requirements, planning, programming, budgeting, and execution, as well as other pertinent business of the medical systems program office
  • Participates in the development of resource and products as well as programmatic objectives, vision, general approaches and processes, standard operating procedures, marketing strategies, and risk management strategies in support of the MRMC and ASA (ALT)’s mission
  • Provides full lifecycle support, project management and technical support services for all aspects of the medical systems programs while working closely with MSO personnel
  • Assists with extracting data from multiple automated systems utilized by the acquisition workforce, generate reports for management using this data, and analyze the quality of data within these reports
  • Works with agencies outside of the MSO in merging data and the development of analysis products from integrated medical, threat, operations, materiel, and modeling and simulation information
  • Develops reports, presentations, and information papers as required
  • Manages in the ASA (ALT) Medical Systems the Head Quarters Tracker System as well as the request for information (RFI) process by overseeing that all tasks are accomplished on time and on schedule.  Organize and lead the coordination meetings and telecoms to comply with the suspense timeline and taskers accordingly
  • Designates a contractor lead as the primary point of contact (POC) to work with the designated Contracting Officer Representative (COR) for MSO on all matters regarding the contractors and office operations
  • Assists with preparation with staffing actions throughout ASA (ALT) to include preparation and working knowledge of requirement documentation
  • Provides direct support to the Director for MSO and his/her staff, by assigning tasks and providing guidance to staff on policies, operations, and training issues
  • Serves as the focal point for all medical computer illustration technical support/products/products, all medical computer graphics technical support/products, all medical PowerPoint support/products/ technical support, and all medical briefing products for the medical systems programs 
  • Responsible for the overall office management serving as the element of continuity to ensure standard operating procedures (SOPs) support the mission and objectives established by the Director of MSO
  • Receives telephone calls and visitors. Screens those that can be handled without MSO Director’s attention
  • Receives and reads all incoming correspondence, documents, directives, orders, etc. Screens those items that can be handled personally and forwards remaining items to appropriate staff member
  • Documents meetings by drafting working notes, program summaries and/or summary reports
  • Organize and provide support in preparation of project reviews, technical area meetings, mini-symposia, and program briefings
  • Provide to attendees a detailed review and briefing of the processes to be followed
  • Greet, screen and refer visitors to appropriate personnel type routine letters and memos, sort and deliver incoming mail and documents including registered mail and certified mail
  • Prepare spreadsheets, graphical and print/production materials, databases and/or other software files and information
  • Provide overall support to the office. Prepares and maintains the ASA(ALT) office mandatory training requirements, uploads military training certificates into the Digital Training Management Training System (DTMS) - ensures notification for upcoming mandatory training deadlines to office personnel and tracks completion status on training in databases, spreadsheets, etc., and liaises with internal and external training POCs
  • Assists and advises Action Officers (AOs) on all procedural and administrative aspects of processing actions
  • Independently screens staff actions to include editing, correcting, and forwarding all actions originating from a variety of sources including Army Staff, the Secretariat, Joint Staff, Office of the Secretary of Defense (OSD), congress, senior military personnel, and agencies outside the Department of Defense (DOD)
  • Prepares and maintains forecasted travel and leave information for office staff and provides a consolidated listing for forecasted travel and leave in accordance with staff input and distributes to office personnel on a weekly basis - coordinates with office staff to consolidate next fiscal year travel expectations for office staff in conjunction with office budget spend-plans and completes applicable government travel forms for office personnel for training and conferences
  • Conducts necessary research to locate and obtain comprehensive background information for use by the staff members in support of actions and/or correspondence
  • Ensures that appropriate coordination is complete, procedural requirements have been met, style, composition, editing and typing are correct, as well as appropriate security markings are correctly applied
  • Monitors continuity and quality of actions based on guidance from the MSO leadership
  • Informs AO’s of delays, adjustments in suspense and priorities, or other major changes as they occur
  • Establishes, manages, and updates the organization's filing system using the current Army records information management system
  • Establishes schedules for recurring events that are essential for the timely completion of staff members’ actions
  • Maintains accurate records and files in accordance with the Army Records Information Management System and within designated files and folders - applies knowledge to comply with Army and Department of Defense (DOD) formatting for letters, memorandums, decision, or information papers, and executive summaries
  • Personally drafts replies to general inquiries not requiring technical knowledge
  • Maintains supervisor's and staff members' calendars of appointments, meetings, conferences, etc.
  • In accordance with general instructions, makes appointments, sets dates for meetings or conferences, and accepts requests for participation of supervisor as directed
  • Manage and Maintains the ASA(ALT) master calendar, schedules meetings, video teleconferences, and ensures appropriate audio/visual support and availability are properly set up in a timely manner for all meetings
  • Projects necessary travel budget and travel expenditures. Prepares appropriate administrative correspondence to complete travel budget transactions. Makes travel arrangements for MSO staff members to include transportation and hotel reservations, and travel authorizations including ticket pick-up and refund. Prepares travel orders and arrangements for individuals within the directorate using a variety of fund sites
  • Coordinates meetings, manages office conference room calendar within Bldg. 2800, Pentagon Library Conference Center (PLCC) and serves as the interface for reservations
  • Notifies organizations and individuals of visits and details thereof, establishes contact with supervisor and staff members as necessary during trips, writes required letters or reports upon MSO staff members’ return, and submits travel vouchers
  • Maintains and de-conflicts all staff appointment on the calendar
  • Coordinates with the ASA(ALT) staff to ensure appointments are prioritized and properly scheduled
  • Ensures office is adequately supplied with necessary supplies and automation software and hardware support required to efficiently maintain and run the directorate
  • Tracks supply budget
  • Reviews and approve all travel authorizations in the Defense Travel System
  • Ensures that funds are available and track the staff budget for travel
  • Documents meetings by drafting working notes, program summaries, and/or summary reports

 

REQUIRED SKILLS

  • Active Secret DOD clearance
  • Proficiency in administrative and programmatic software, including Microsoft Project, Microsoft Office Suite, SharePoint, Google Earth, Adobe Acrobat, and other standard office computer systems
  • Expert level in Microsoft Excel
  • Knowledge and understanding of DOD budgeting terms
  • DOD financial/budgetary experience in the Program Objective Memorandum (POM), BES (submitted in August to ABO) and the Pres budget (submitted in Dec/Jan to ABO), PPBE, RForms and PForms

 

DESIRED SKILLS

  • PEO work experience
  • Experience as budget assistant a PLUS.  
  • Military background
  • Previously supported the USAMRMC / ASA ALT medical systems office
  • Experience supporting Deputy Directors and Unit Commanders
  • Experience using illustrator and developing graphics for presentations
