Description
Community Development Finance is the business unit with Capital One that originates loans and investments to support the corporation's community reinvestment objectives.
We are specialists in programs that support affordable housing, redevelopment and education. The Community Development Finance team includes origination, funding, portfolio management and business reporting.

Capital Officer is a unique role designed to leverage our ability to bring investment capital and loan products to our clients. Our Capital Officers are the lead marketers for our products and manage specific geographic markets. The Director level is the intermediate level in this role.

Capital Officers manage their market to specific origination objectives. Once business is located, they lead the deal team through approval and closing of both debt and equity for a given deal. They are business managers in the sense that they determine product pricing and manage resources toward agreed upon targets. They are leaders in their communities, by virtue of their broad expertise in bringing capital to bear on critical community issues.

Responsibilities:
- Has specialized expertise in financing transactions with:
Low income housing tax credits (LIHTC)
Tax exempt bonds
Funding and/or supervision from US Department of Housing and Urban Development (HUD), including HOPE VI, HAP contracts, and public housing
New Market Tax Credits
- Has knowledge about Community Reinvestment Act and its purpose
- Plans portfolio growth through the development of a business plan and customer call program in alignment with departmental budget and consistent with overall Bank objectives
- Assists other account officers in their efforts to obtain new business and retain existing customer relationships for the bank
- Responsible for the proper pre-qualification, structuring, pricing of all loans and proprietary investments in his/her assigned area. Presents deal proposals to originations manager and credit risk manager and keeps deal team informed.
- Negotiates both loan and equity investments related to community development transactions; adept at understanding the implications and relationship between Capital One's loan and investment involvement
- Leads the closing of all transactions originated including working with underwriting to obtain final credit approval, achieving timely closing and keeping management informed
- Responsible for the sale and administration of all financial services to include loans, deposits, investments, derivatives, etc. within the assigned region
- Coordinates with various departments in the servicing of client relationship and in resolving any client issues that rise beyond the day to day responsibilities of Portfolio Management
- Maintains up-to-date knowledge of competitor's products and pricing in the market served; identifies community needs and opportunities for the bank to serve
- Is a capable spokesperson, when needed, for Capital One in the local community

Qualifications
Basic Qualifications:
- Bachelor's degree
- 5 years of work experience originating CRA investments or loans

Preferred Qualifications
- Bachelor's degree in finance, business
- MBA
- 6-10 years of work experience originating CRA investments or loans
- Completion of a credit training program, or equivalent work experience
- Excellent communication skills, both written and verbal
- Excellent relationship management experience
